You both can setup ceremony settings,and at the wedding you can choose to use your settings or your partner setting.
This seems to he a bug,we had the same issue,but the difference was I could enter and was send to seperate room,but partner was send to chapel with guests and automatically kicked out right away everytime she try proceed to start ceremony.

Only one of you NEEDS to set the ceremony settings.
Do not unnecessarily introduce potential for failure by trying to be 'smart' and duplicating the ceremony configuration.
