While Coil's storyline is continuing 1.0/1.23's story, it wouldn't be surprising if T13 is required. While it's true they did say Coil won't be required, there does need to be some kind of gate or progression would....

Actually, this is FFXIV ARR, progression doesn't matter since the next update renders it all useless anyway.

t13 has no impact whatsoever in the story line. This is a situation a lot like in Indiana Jones "the lost ark", we could or couldnt intervene in the coil and the outcome remains the same. Just like Indiana could've let the nazi get the ark and let them all die.

Pretty sure all that's involve has a huge impact on the storyline. You do know a good majority of ARR's storyline revolves around what Bahamut did..right? It technically wouldn't have been the same outcome because we intervened.

But you are correct, Yoshida isn't one for consistency or continuity because it goes against the standard MMORPG flow.
