I'm not sure if what we've seen of the turrets is enough to declare them devoid of personality. Look at your Ghost in the Shell robots whose names I don't feel like butchering. They have nearly the same design as the godless tanks from the same series. They don't have personality because they look as they do. They have personality because they express personality. Like the way Eos flutters about, These things could move in entertaining, but hopefully not distracting or tactically disadvantageous, ways as a means of showing personality. It is true that they might decide to have them as emotionless killing machines, but I wouldn't write them off just yet.
We can discuss the other stuff in a more appropriate venue.

I would be overjoyed if they gave us the Tachikomas! I have even suggested that in this very thread (or one of the other threads on Machinist).
But the floating turrets don't even have a "face" nor limbs ... floating and shooting seems all they are capable off - i.e. GW2 Engineer's turrets.
I rather they just gave us the Mammets ...
They're more than likely starting it off in the Musketeer's guild and introducing the pet later. Probably just speculation though.

You're thinking ammo as in equipable items, I'm thinking ammo as a resource secondary to TP. Like in combat the gun user starts with six ammo units (assuming we want to follow the six-shot revolver rule), and certain attacks consuming ammo units instead of TP, with some abilities replenishing ammo units and one cooldown that gives you full ammo.
The devs have their reasons for scrapping things or not using them, and that in itself is fine. Doesn't mean it's perfect reasoning.
* The sad thing is that FFXIV turned RDM into a turret, and people think that's what it's supposed to be. It's supposed to combine sword and magic into something more, not spend the bulk of gameplay spamming spells and jump into melee for only 3 GCDs before scurrying back to the back line like good little casters.
