SE, like the title says please make T13 required to unlock the new jobs, new dungeons, and new raids in the expansion. It only makes sense progression wise. Plus, this will allow people to really learn their class and be fully prepared for the expansion.

Problems with this:

1) Nothing on earth will make bads learn their roles properly. They will either buy wins, otherwise get carried, or wait until they can struggle burger through on Echo.
2) Fully prepared for expansion? What? See above.
3) What, are you posting from an alt? Or have you yourself not even done Coil? Seeing as you have no level 50. Either way, what? Post from your main account, or else you're just showing everyone you're too ashamed of your own opinion to claim it as your own.
4) Why would people pay money for an expansion they can't even use? How does that even make sense to you?
5) You're trolling. Though, I do think "trolling" is something that was made up by people with obviously ridiculous opinions that right-thinking individuals would deride into oblivion, so they can try to save some face by claiming they said something stupid "on purpose".
6) Serves no purpose but to fulfill some elitist fantasy.
7) New raid was clearly designed with more casual people in mind, what with the normal mode. Making them do the most hardcore of dungeons to get access to a casual dungoen is... pretty tralala.
