i see you have a level 50 ARC/BRD. and am surprised you don't know it is Wind damage. check your tool-tip... or this.
in any case, because it is indeed Wind damage, it should have increased damage due to lowering resistances with Foe Requiem. but the tool-tip for Foe Requiem could be slightly misleading to players. it lowers defense, not resistance. even a spell like Ruin, which has no aspect, gains increased damage with Foe Requiem being played.

From this - Reduces all enemy elemental resistance by 10%. MP is drained while singing. Effect is lost if targets move out of hearing distance, and ends upon reuse. Cannot be used with other songs.

#1 – Gamerescape is an inaccurate information source as it is a user-updated Wiki and can get very outdated if not maintained. Try this.
#2 - As a bard’s Windbite is a physical-type ability, it isn’t magical and thus unaffected by Foe’s Requiem regardless of elemental affinity. Same thing with Flaming Arrow.
#3 – So of course a ‘non elemental aspected’ spell like Ruin is affected by the song because it works on magical resistance.
