Simplistic designs and high level gear rarely go together. Usually, in every MMO ever made since EverQuest, the simple designs are relegated to low level gear while the high level and endgame gear gets increasingly flashy and ludicrous looking. This is even true in the main series games after FF6, though they start out over the top so it's not as dramatic a shift.
Here's the problem:
1) The weapons need to not only be better, but LOOK more impressive than the lower level weapons
2) Each one needs to look more impressive than the one that's a lower tier, or at least more distinctive.
3) You need a minimum of 25 different designs for each weapon type, with a clear indicator of 1+2.
4) You can't "overreach" into different weapon types. For example, this is why all the gladiator "dagger" type weapons were renamed and reskinned a few months before NIN was added. Also why we haven't had any WAR weapons that are hammers, in case they want to add one that uses them later.
5) The weapons typically have to match the design aesthetic of the armor tier they're part of.
6) They have to also meet the design aesthetic of the class AND job. Mostly this affects the ROG/NIN itemization as the NIN (from Doma) traditionally uses wakizashi, kodachi, tanto, etc., while the rogue (from Limsa) uses daggers. This also has an effect on a couple other classes, but this is the most noticeable since there's a distinct aesthetic divide between the class and job.
All this has to be considered before the pen hits the paper. And it goes for any game, really. If you wanna see REALLY ridiculous, take a look at how some of the EverQuest weapons starting looking...and they don't really have class/job aesthetics to consider!
Not exactly. Samurai wielded katana, but they weren't exclusive to them. There were types of katana that were much shorter and are traditionally associated with what we consider ninja. That said, the type of katana traditionally used by ninja would be the tanto, wakizashi, or kodachi, though the standard katana would be used as well.
...though the real life ninja would be more likely to use a rake or kitchen knife than a katana, this is a fantasy world :P

Tanto were never really intended for combat use, but were often carried to be used when performing seppuku, although sometimes a wakizashi gripped by the blade would also be used.
Also while katana were more commonly used in a two-handed fashion, especially during duels, there were a number of fencing schools that taught one-handed katana use or dual-wielding with both katana and wakizashi, so they are not exclusively a two-handed sword like say a claymore or flamberge is.
But to the original post, I personally feel like there are a good number of dagger/weapon variants for NIN/ROGm just as much as any other class/job really. It just seems that there aren't enough variations of the specific style that you want, and while I get the argument that ninja should have more "ninja looking" weapon options, it is that style that set the relic apart and makes it special. That and I am sure there will be some more variations to suit your tastes eventually.

The tanto is more traditionally associated with ninja because it's one an actual ninja (assassin) would make use of. After sneaking into his/her target's house disguised as a servant. Really easy to cover your tracks too: Slit his throat to kill him, use the same knife to slice his belly, then chop his head off with his own sword to cover up the killing wound. But I digress, as you're right in that it wasn't a battlefield weapon :P
And yes the second fact is part of the reason why D&D has/used to have katana lumped under the same rules as bastard swords, which have similar grips but are otherwise different weapons.

I too would love to see more simplistic weapon and gear designs for all jobs. I really don't like the chunky/glowing gear and weapons.

This is the most accurate I have seen - anyone interested should read the book of five rings by Miyamoto Mushashi (who became the legendary brave fencer mushashi). He advocated the two hands school using a katana in each hand (he felt using the short sword in the off hand didn't achieve true swordsmanship and presented too much of an opening in your stance from a defensive standpoint).
That said, everyone has forgotten the primary ninja weapon, the kunai, which is a modified gardening tool they used to gouge holes into walls to scale them easily. Most ninja weapons were just modified farm tools, as they were not as wealthy as the samurai and largely consisted of the peasant class.
