It's actually NOT listed as a reward from the event on the event page despite being in the game files so yeah it's a fairly safe bet the tree will be a cash shop exclusive. This game has enough gullible players to buy it though even though it incurred them no additional cost to develop it (the tree would be the FIRST thing you would develop for an event like this so cutting it is REALLY obvious).

Yes and no. The event specifically states there will be Special Rewards if you log on during Christmas Eve. I'm willing to bet those are the trees.

The one he's referring to includes things in the description like "Only one of these may be placed on an estate at a time", or whatever the wording was, so its definitely a furnishing.
