    This is probably the case, though I don't understand why the arranged it so everyone has to compete for a venue, rather than making it instanced...

    Also because some people may want to be able to participate in multiple weddings, and with 2 hours in cutscenes involved many people would want weedings (pun intended) in prime time. this allows everyone to participate.
