But he didn't. He considered sharing it with a random, but then backed out. There's no excuse for them having downgraded something he paid real money for just because of something he considered doing but then didn't.

Actually, there's no excuse for not getting the items you pay for regardless. Getting the lowest common denominator for the ceremony itself makes some sense, as you can't really have the two get different ceremonies, but each one of them should get the items they paid for (or didn't as the case may be) regardless.
