Currently ARR now has a Chinese, European and Korean Datacentre in the works. The Chinese Datacentre has already been established and launched.
This costs a metric ton of money, in initial costs. To consider an EU and Korean Datacentre, extra revenue and finances will clearly be sought after to cover the short fall.

But.. but.. it's center...

Out of interest, was SE actually going to setup and run the Chinese division of ARR? I always imagined they would hire a company to sort of 'port' the game, with all that red tape. Red tape.. get it? lol Anyway, just curious if they were actually going to go in as their own representative or not. Also I want the (獅) Foo Dog Behemoth skin XD.
