It looks like it could be an option for White Mages, but I think it's a bad one for the following reasons.

Unlike the current system, you're actually having to press two buttons to scroll (R2 and the macro). Not only that but it's also taking up a spot on your hotbar; Which is why I didn't even mention Scholars, we need those hotbar spaces!! And the video didn't make it clear, so correct me if I'm wrong, but it seems like the macro goes down the party list, from spot 1 to 8? If that is the case, you would need to scroll through the entire list to get to number 8, whereas you can just press up on the d-pad and get there in one click.
As for targeting while moving, I don't consider it much of a hindrance, after all healers are hardly ever on the move anyway. And you create a small solution while creating another problem, you now have less freedom to move the camera around.

i agree with you completely. this option has only been tested w/ whms, and is only for people fed up with the d-pad, soft targeting, and/or managing multiple hotbars/30+ skills.
you are incorrect, however. the blue box w/ gold numbers cycles party memers in order. the gold w/ blue numbers in reverse order. they both go "around the horn" (8 -> 1, 1 -> 8).
