Why single out mounts? Gear scales too, you don't find it odd that a Galka can pass a breastplate to a Taru but it magically fits both of them? At least mounts can be explained away, lore-wise (ie different breeds, younger mounts etc). If this really bugs you, why doesn't gear scaling?
Also, with the exception of the PVP warhorses there aren't any horses in the game. Sleipnir is a magical creature and the Unicorns are unicorns.

Actually, there is a category of horse breeds whose proportion almost perfectly match the ones of normal size horses. They do so in such a recognizable way that they were labeled "miniature horse" to be told apart from mini ponies such as the Shetland Pony and others.
The most popular example of miniature horse is a breed called Falabella, so small it is mostly used as a company pet, or only ridden by very young kids.While miniature horses are the size of a very small pony, many retain horse characteristics and are considered "horses" by their respective registries. They have various colors and coat patterns.
Miniature horses are friendly and interact well with people.
