    DF has always worked like this - leave a party that's full, you get penalty regardless of if someone previously left. You should be aware of that risk if you're leaving an instance like that. And I'd rather see it stay that way, I don't want to see someone leave, then someone join, complain about the dungeon, and leave with no penalty so they can just go back in queue again.

    There should be a penalty for the first person that quits if the party is full, each and every time. If someone quits and there are 7 people, you should not get penalized for leaving if you leave within a determined amount of time after the first person left, say, 5 seconds or so. That way if someone leaves, you begin leaving, and just as you do leave, you cannot get a penalty if someone joins just that moment since you cannot tell that anyone had even joined by that point.
