Honestly, having actually played the game now, something is telling me that for some reason, knowing how dangerous it is, I prefer Ul'dah.
Must be the fact that it looks like the only place where you're allowed to laugh. In Limsa, the pirates will look at you funny. In Gridania, the elves will look at you funny. There's no easy way out. You'll have to live in Ul'dah.

I'm going to skip reading this entire thread to declare all other arguments invalid. The answer is Gridania. No other city has invisible leaders with god complexes who are literally ALWAYS WATCHING YOU who if you so much as breath in a way that is unapproved will mark you for death by everything living in the forest, and if you piss them off just right, petrify you with the only way to appease their ire being to put on a mask and do a silly dance in front of everyone in the nation.
Don't mess with Elementals, my friends. They're temperamental 4 year old children, and they run everything.

It really depends on who you are. If you're going to stir the pot, any of them will mess you up. But different things will break this status quo depending on where you are. If you're willing to keep your head down as a citizen and play by the rules? Ul'dah, easily. Limsa doesn't care who you are in a nice open kind of way. you stay out of my business, I'll stay out of yours, if you're kidnapped, we'll try and rescue you or prevent it in the first place, since you're here, you're us. Girdanians care who you are, but they're drastically less likely to be physical about it. The emotional abuse Girdania gives outsiders and certain races is terrible, but I'd prefer that to a knife in the kidney. Ul'dah once again, doesn't care who you are, but less in an open handed way (technically if you're a refugee or a beastman, then yes they care, get the Halone out) but in a merciless steppingstone way. Ul'dah just seems to me to be the most likely of the cities to wind up as collateral damgage.

Why no one has ever mentioned about Ishgard / Coerthas?? You're having a nice dinner with your family in your home and suddenly BAM DRAGONS BREATHING FIRE AND SHIT JUST SMASHED THROUGH YOUR HOUSE!
Anyway since I'm a rich adventurer, the Warrior of Light who won fame, fortune and glory, I'm living a relaxing life in The Mist - that place is like having a house on the Malibu coast, yo! And anyone who messes around with me could enjoy a nice Chaos Thrust in the ass! They'll love having sakuras bursting out of their ass!!
