Shiva can be explained by the fact that her base body, Iceheart, happens to be Elezen. None of the others fit with the idea at all, and the primals tend to be similarly shaped to their worshippers (Ramuh and the Sylphs being fairly rotund, Garuda and the Ixal having long bird like necks).

Well, that and Shiva likely was an Elezen, or at least her followers most likely think she was. As near as I recall Ishgard is primarily Elezen after all, right?

Based on the racial composition of Ishgard, odds are that Saint Shiva (the historical figure) was Elezen.

Well maybe there appearance is not entirely fit for an Elezen but did you know that Louisoix actually turned into Phoenix with the power of the Twelve after he defeated Bahamut. I am rather convinced that Garuda and Ramuh were at one point Elezen I do find it unlikely that Bahamut, Odin, Good King Moogle Mog, or even Titan was Elezen but they had to have been mortal beings whom were given power from the twelve and probably turned into Primals by an even greater power like Zodiark and then summoned by those who like remembered them for some great all mighty deed and hence their prayers brought those Primals into the mortal realm in the form that they had taken when they called upon the Twelve to grant them power that is by all means the best explanation for how they came to be.

If Elezen are so special and unique in how attuned to Aether and spiritual stuff, then how come, in a place full of Elezen, all Padjal are Midlanders?

You're just being silly, clearly Padjal are all Highlanders. Though honestly the Padjal bit seems kind of odd in general, I wonder if we'll ever get more of an explanation on them.

I don't know but the only explanation would be because of that connection to Aether the Elementals would NOT turn an Elezen into something related to a Padjal either because it would be to dangerous or because of immunity as for like Lallafells, Roegadyn, and Mi'qote it might simply be just dangerous in their case perhaps Mi'qote have already been through a related process and became there own species in fact I think the most likely reason for Midlanders getting turned into Padjal is because Hyur are basically the catalyst for creating a unique race while Elezen on the other hand may in fact have been the catalysts for the Hyur race to begin with so there you have it.

Or... and this might seem pretty crazy, but the Elezen are not any more or less special than any other race when it comes down to it. They aren't required to make Primals, nor are they involved in the creation of Primals. It sounds like a lot of reaching or just general misunderstanding in general when it comes to XIV's lore.
