Imo this tier is way more fair than the previous one for drop in the final turn.
Casters get their chest from T11, I saw 2 players with the Buttwings Mage Cloak standing around in Ceruleum Processing Plant before the servers went down for maintenance.

The tank legs are in T12 incidentally, I'm not seeing the fairness here at all.
