Not to mention the only portal to-from Ishgard is in a level 35+ zone.Not to be an ass but there is ZERO reason to assume any of the new jobs will come specifically from Ishgard. Considering that Ishgard is a holy city I find it incredibly unlikely that they train Dark Knights. It's more likely we'll get access to that job via a different faction entirely.
FYI I was being facetious with regards to Ishgard having within it a "Paladin Guild" or "Dragoon Guild."
And while you are correct in stating that just because a job is based in Ishgard, doesn't mean it has any connection with the Pope... Ishgard is the home to Eorzea's equivalent to the Holy Roman Inquisition & Spanish Inquisition. Do you honestly see them tolerating a Guild of Dark Knights within their Capital Cities borders? That would be tantamount to Pope John Paul I (p. 1978), or John Paul II (p. 1978-2005) inviting Anton Szandor LaVey (b.1930, d.1997) over to Saint Peter's Basilica for tea and crumpets. In otherwords... Not.Going.To.Happen.

Did they say you could unlock Dark Knight from Lv10? Because if it's Lv30 like every other Job, then getting to Ishgard to unlock it (or any other Job) is no harder than getting to the NPC to unlock Dragoon...
As for a Dark Knights Guild... I'm not sure why people keep bringing this up... We couldn't have Thief because a Thieves Guild made no sense apparently, but not every Job in the game even has a Guild... Point me to the Scholar, Summoner, Warrior, or Bards Guild, please. Even Dragoon... That's a Job given to a "chosen one", though that doesn't really work well given we can all unlock it. Still, lore wise Dragoon isn't part of a Guild, it's a title given to a chosen knight.
They could literally just plop some shady guy on the streets of Ishgard who teaches you the "forbidden secrets of a Dark Knight", and it would be no different than the Scholar, Summoner, or Warrior Job quests. Heck, Black Magic was supposed to be outlawed after the Fifth Umbral Era, yet nobody seems to mind that one NPC starts teaching us the ways of the Black Mage. Again. No Guild for Black Mage. Paladin and Monk are the most organized Jobs, and Ninja now I guess, though we only see the "Guild" for Paladin, with Monks and Ninjas being in places we cannot (yet) travel to.

Or just the heretics like someone said. The pope can say what he wants, there are always outcasts in a city
The problem is, housing an entire guild of heretics in a city whose stated purpose is the eradication of said heretics... that is downright suicidal if you ask me. Talk to the wrong person, dress in the wrong clothes, and you just bought yourself a one way ticket to being burned on a stake.
There is a reason why all Heretics in our own world went to ground or fled Europe during the 13th through 19th centuries. It just wasn't safe to be a heretic, Jew, or Muslim during those times in Europe. Likewise it just wouldn't be safe to be a practicing Dark Knight, Tempered, Garlean, or what have you within the confines of Ishgard's Holy See... I mean just look at what almost happens to the player during the Coerthas segment of the Main Scenario Questline.

Except it's a job so it will likely not have a guild established in the city. at most some shadowy guys saping the city from within
Where did they say the Dark Knight was a job? I could have sworn I heard it was a class, and that something like Death Knight or Fell Knight would be the job...

They specifically said Dark Knight was a Job that had no base Class...
All their weapons are likely to be like existing Relic weapons (which automatically equip the Job stone when equipped). How it's unlocked is still unknown, but I'd bet they use some form of the "advanced job" system they'd talked about with regards to Red Mage (having White Mage and Black Mage unlocked lets you unlock Red Mage, without the need for a Class).

Huh. I never saw that before. Interesting to say the least. I seriously hope they don't do that with the Gun Class. That said, that doesn't change the fact that there is absolutely no bloody reason for the Dark Knight Quest Giver to be located in Ishgard.
