For personal houses the time limit should be larger. 6 months around, I think
30 days is for FC houses ok, because so long the FC is not dead, there should be always someone online to visit the house once all 30 days.

I don't know, ward 3 of Lavender Beds is quite busy.! I mainly hang out at the market board in front of our FC house, and there's always members from at least three other FC's there. I've made a lot of friends in the housing area!

I had a question about this process. Does it apply only if fc leader visits the house or can anyone from the fc visit the house and get credit for it being occupied? So to be clear if the fc leader does not visit the house will it be released back to the pool?

It's any member. As the house of my FC has not vanished, even though there's been a period of roughly 3 months during which I never ported towards it.

As you can see in the quote above it's still not implemented, details of how it will work will come when they implement it.

So the post by Darki is false, they didn't scrap it, they delayed it.

I am a member of an FC with a house. One of our neighboring FC's houses next door that has gone untouched for over a year.

This proves nothing. I highly doubt that you are watching that house every second of every day. All it takes is one single person entering the house every 35 days, which can be a blink and you miss it event. And they could be spending a lot of their time INSIDE the house where you can't see them as well, a place where they can teleport out of once they wish to leave without using the door. Just because you don't have people reclining in the yard all day doesn't mean the house isn't being used. Of course, hasn't been implemented yet according to other peeps on this thread, so whatever. Still, you can't make that statement with assurity, because you aren't watching every second of every day.
