I think WoW charges $25, but I could be mixing that with another service.

The reason for the cost being so players don't abuse it.

I wonder though, I want to swap two character names. I wonder if I'd have to buy two or three to make that a thing.

WoW charged me 15USD/Euro last time I remember using it.
This is also a feature you are not going to be using often either, so 10$ or 7€ isnt going to put a large dent in most wallets. I have used it to go back to my original lastname of Altera Cephon, no longer Moontail
