    Yes, it is broken. Every positioning seems to count as flank.

    Mind you, as far as the slashing debuff goes, I think it's fine that way - making you essentially waste a whole combo because the mob turned the wrong way at the last second would suck. However, they should fix the potency thing - it should deal less damage if not executed from the flank.

    No, it is not broken. Dancing Edge is mistranslated. In every other language in the game there is no flank bonus for the skill.
