Well, Look at what they are doing and if it's rotation / gear / are they trying / are they attacking the same mob you are attacking.

    If it's really bad DPS.

Are you knew to this level because your enmity is really low. Have you looked into adjusting your rotation to deal better DPS.
    Or
You can be a jerk "OMFG (name of bad player) I'm not going to carry you through this place." leave duty. (this is what happened to my wife when she was tanking level 45ish, She watched some video better understood the job and has been good since.)

This is why /tells should be allowed in dungeons. I realize there are conerns for harrassement and maybe ganging up against people for /vote kick, but the best way to break it to someone that their DPS is lacking would be to politely /tell them that their rotation isn't sufficient for the DPS check and to offer suggestions for improvements rather than bringing it up in front of the entire party where it's easy for anyone to get defensive and embarrassed.

Can you avoid it by having them tank? Or are they set on learning the DPS job? If it's the latter, maybe just give them links to rotations and say something along the lines of "Here are a few links you might find useful."

Visuals help a lot. There are better ways of handling this than being a douche bag lol.

And yes, not everyone can or has to be great at their class. But it is concerning when an ilvl100-something DPS class somehow averages less damage than a comparably geared WAR (In fending accessories) in Defiance.
All so untrue, I'm awesome at everything in this easy peasy game! Be jelly.

But for realz for realz, just ask them what their rotation is, if it's wrong, tell them that and provide a link to the proper rotation. Or tell them to look it up. Or you could always take the low road and tell them they are terrible and should feel terrible and their bad DPS is why we can't have nice things.

    Yes, it's bad.

(T9, up to golem phase, no deaths until wipe)

We are trying a workaround with them OTing with DPS accessories. It was a last-minute change though, so no real practice with that strategy yet. (Though, the few runs we did have with it turned out a bit better than when they were DPS.)

But a workaround is still a workaround. I want to help them get better with their DPS class. They even went through the trouble of getting an Animus relic for the job, so it'd be a shame for that effort to go to waste.

Is their DPS class a MNK by any chance?

Also, not to be mean or anything, but if your best DPS is 287, you might want to have everyone check their rotations. Unless you guys aren't using i110 weaps.

Our group generally ranges from 370 down to 300, BLM topping with MNK usually on bottom, up through golems.

I had a monk in tam tara HM who never got greased lightning ever in the entire dungeon.
I just ignored it my dps was fine enough to get us through, but I kinda felt sorry for him, maybe other people would yell at him

First of all, can you pinpoint if the DPS in question is being "awful" or just undergeared?
Also, can you pinpoint if he's undergeared in an absolute sense, or he's just less geared than the other DPS in the group?

Those are pretty important questions to ask yourself before branding someone as "awful".

There is no need to single out any particular player DPS, heals, or otherwise, especially before a single wipe. You should wipe at least 3 times before going down this path. Give people the benefit of the doubt and in the process make careful observations before make claims about a player's DPS, a tanks aggro ability, or healers performance. If the boss isn't being cleared and wiping more than 3 times, and the DPS is too low, just simply state the DPS check cannot be met with the current make up. Now people can make a decision as to vote kick or vote abandon.
