Being kicked from Duty gives 30 min debuff?

So a friend of mine was healing for Snowcloak and disconnected due to lag during a fight. He was maybe out of the game for 90 seconds, and within that time the other party members had already kicked him from the party. To his surprise though, he had incurred a 30 min debuff preventing him from doing the Duty Finder.

Not sure if this is real or a fluke, but vote kick abuse is a real thing in the game right now, and I really hope that this doesn't become a problem just because 2 people decide that they want to start trolling people by keeping them out of Duty Finder.

I got disconnected while running expert roulette (snowcloak) because my internet cut out for 15mins and logged back in outside of the dungeon. It did not give me the lock out timer and was able immediately queue for a new roulette =/

Could be the new penalty for withdrawing being applied either as it should (3 times for a lockout) or due to a bug (I have seen this mentioned around here)?

I believe you can't kick during a fight? Not in 90 seconds anyway I'm sure. I've disconnected during boss fights and come back ASAP to find the party still fighting. Seems really odd since i don't think it's possible and i don't think people would bother to kick the healer mid fight not giving them a chance to come back and save everyone. You never get the penalty for being kicked only for leaving a full party during a duty so it seems like for some reason they left the group and got 30m lockout.

I had a d/c and I was kicked aswell, but I did not get a debuff and was able to use the DF again. I think what happend to your friend was a fluke, but to be sure, ask your friend to report this for further investigating.

I guess he got DC, and while he back after 90sec, his location was changed, the system simply treat him as exiting by himself, so he got 30min.
I believe it will not happen in usual kicks. maybe it would be a nice method to prevent ppl pretent DC and got free kick.
Anyway, I think kicking DC healer within 90sec was pretty rare^^;
