Nope. Stuff gets added to existing loot tables all the time, to keep content relevant. Just because it wasn't added at the start, or in the last year, doesn't mean it wasn't intended to be added at some other point later - or more aptly, as a reward to the up coming Odin battle. The whole point of subbed games is to keep adding content over time to keep the subs coming in.

Not necessarily, Yoshi P *apparently* announced at the London fan fest that the cash shop minions were not going to be cash shop exclusive - A decision possibly made as a result of the 150+ page backlash that the cash shop launch has received, wishful thinking maybe, but not unfeasible.
