That bothers me, but it's something that isn't seen as an "issue" by SE.
The 2.5s GCD certainly is sluggish-feeling, especially when you want to do something tricky (like Lethargy a mob after a tank dies before it kills a ranged). The pace of the game doesn't allow that.
Yeah, I remember that crap, I didn't play the first month of 2.0 because of it. 2-5 minutes is still super annoying, Until recently I had to deal with it on a daily basis multiple times due to bad internet.

Yes Id love if we couls do clutch stuff like that. Like say you are fighting titan and he is using his stomp and your healer is kinda low. Then aas a blm I would use the magic resist buff but it still takes a second for it to apply so it would be too late. Same if I were summoner and used virus on titan. Its not the 2.5 gcd that's the issue but the animation. I've died countless times becuase I used HG or Holmgang near death only to be killed during the start animation and the skill still gets used and now im dead with my "oh #$%@" skill used up.
Skills have a 2.5 gcd but they take .5-1 sec for the actual skill to take effect in most cases because of that starting animation.
