People rouletting for tomes would start premaking, removing potential solo queued healers and tanks from the pool, making queue times worse not better.

One tank or healer premaking is not necessarily one tank or healer removed from the queue, though. Some people won't even bother if they can't play with friends. Likewise, one tank or healer premaking in a partial that wouldn't otherwise queue is one tank or healer added to the queue.

For example I have two friends, a tank and a healer at level 50. In any other circumstance they would never play with randoms in a low-level dungeon with their level 50 tanks and healers. I'm leveling ROG. Multiple times we went "man! If only the (two/three) of us could queue low level roulette for you to get the daily bonus." In our situation, that's one less tank and one less healer that could be assisting another random DPS in the queue.
