The Eighty Sins of Sasamo?

One thing that bothers me about that place is the fact that there are only 78 steps in total. (Three sets of 20 and one of 18) One would think that with such a name, it would have 80 steps.

I can't remember, which set has 18? If it's the bottom set I seem to remember the gap between the bottom step and the ground being small enough to make me think that the current ground level is higher than when the steps were built. There could easily be two steps underground in that case.
