    Perhaps, perhaps not. Your ISP only routes it to a connecting network. The connecting network may route you through level 3 as well, out of your ISP's control. The thing is though, no matter where the servers are going to be located, people are going to remain screwed over. Simply depending on which side of the level 3 network they're resided.

    Asking for the servers to be brought to your end of the level 3 network therefore is just about one of the most selfish demands to be made in this.

    An insider network engineer explained to me that the level 3 provider in Montreal is either being paid by SE or our ISPs, or both, and that is the heart of the dilemma. Neither SE or the oligopoly ISPs want to admit to being the client of some discount level 3 provider.
