The difference is that some individuals who are usually not allowed to use their limit breaks (Tanks, largely) could be able to use their limit breaks. There's a similar system in DCUO. Each player has a meter they fill. Once it fills a certain amount, they can activate their "Overcharge" ability, depending on which it is. It doesn't really break anything as it is just as hard to fill the Overcharge meter as it is to fill the Limit Break meter (the only difference being that the Overcharge meter starts at whatever you had before you started rather than at 0 before every boss fight).

I would love, as a tank, to be able to use a defensive Limit Break to protect people without getting yelled at for wasting LB that the Melee DPS or Healers could have used instead. Not that I ever do that, I know better. But I would love the opportunity to hit the Limit Break button and put up a massive shield around the entire party for a few seconds so a couple of fool dps don't cause a wipe due to not getting out of what is normally an OHKO AoE.
