This was a long time coming. I too think a whole day lockout is a bit much of a penalty (and I'm willing to bet its translated wrong), but considering how long and often this was abused I'm ok with it. Maybe over time they can ease up on it, but for now its a good change and a good penalty.
Yes I'm willing to bet that AFTER the 3rd strike every time you withdraw you are hit with an immediate 30 min penalty and after it has run its course you can queue again. However if you withdraw again you get the penalty again. And the strikes reset the next day.I thought the patch notes said temporary and the 3 times in a day rest the next morning around 9am pdt? I took that to mean your 3 strike would reset the next day but if you got suspended from queueing up you still could wait some time and then queue up. Kinda like they do now with the 30 minute penalty for leaving a duty. Do you really think its 3 strikes and no duty till the next day?

Sounds like it could be a 30 min lock out after your 3rd strike. With every withdrawal leading to another 30 min penalty until the reset at 9 am the following day.

This is great. If something comes up and you need to afk leave the queue. Requeue when you come back. Or risk it twice and unqueue on the third.
I suspect the same thing as others: a 30 minute lock-out after the 3rd withdraw, etc.
I think this will likely be just the right incentive to stop the abuse.
How will this affect players that queue in a less than full party? I saw no mention of this if your party members can cause you to receive the penalty. Or being a party with abusive party members that notice that you are AFK and decide to queue for a duty without your knowledge.

That seems very reasonable, hope it's like that and not a full day lockout.
Am I the only one that hopes it IS a full day lockout?
That being said it's probably just as others have said. 3-strikes, you get 30 min penalty after each subsequent withdraw, strikes reset at 9:00am
