Well if we are being honest, you're friends probably wont get what they want because on every major population server, almost if not all small and medium plots, are bought up the first 30 minutes the server is up. Large plots being usually day or more. It will take longer but it is still going to happen quickly.

Player housing will improve over time, most likely with the arrival of 3.0 or later if not, but generally, the system only favor's those who have the time and the gil available to actually get one when more spots come out.

Is it fair? No, but the current system in the game only favors the elite.

Best thing I would recommend for you're friends, on the day of the patch release, they should just take a day or two off of work and camp at the client till the update is out. That would be their only real chance at getting a plot. Nevermind good spots at that point because they will be the first to be bought up.

That means SE set the price too low. But as far as I know, there are still plenty of medium and practically all the large lots still available and just checked last night. And this is the week before 2.4 goes live.

On the high population servers like Balmung, Sargatanas, etc. All the mediums and smalls were bought within a day of 2.38 launching. There's a handful of larges left on my server, but I'm never going to be able to afford that.

Let's see how quickly they sell out after 2.4...
