SE has been citing server infrastructure limitations as a reason (frankly, it can be a reason when servers went live in ARR 2.0 launch, but it's starting to get old after 1 year) for many things the players have requested but can't have.
If SE refuses to fork out the money to upgrade their hardware, they should be the ones learning to deal with it. Not us.
I'm sure they did a lot with their servers since release and the introduction of new classes like ninja additional challenges them
in the end, even with server upgrades theres no space left for 1.5 mil small houses + gardens and chocobo stables and whatever you are currently dreaming about

But it would have to have the same capacity as a large FC house re gardening and layout, contain an additional account-wide storage chest and be account-bound so that you could only have one per server, but all your characters on that server could access it.
But yeah, if other F2P MMOs can do it as a standard free feature, it's not unreasonable for us to expect it.
Finally, I don't buy the 'FC housing zones will become dead zones' reasoning (unless more are added). And if Yoshi-P is concerned about declining numbers of Free Companies, rather than accept it as inevitable, how about revisiting their original ideas and adding a bit more functionality to FCs/FC houses to make them effectively mandatory, despite personal housing? (eg perhaps you can only play Triple Triad at Gold Saucer or at FC houses)

Yeah, actually that Reddit interview is quite insightful about this problem. If every plot is updated/saved/written to disc every 15 seconds, the strain on the server is intense. There are ways to lower this (i.e. a "save my room changes" button, for example), but it breaks the immersion and introduces the risk of rollbacks upon disconnection. It also still doesn't solve the problem of gardening that is always running/updating even when players aren't there. Based on this model, it does seem like the only way to scale is just keep buying more and more servers to handle the demand, and that isn't something you want to rush out to do until you've optimized the heck out of what you have, because it's not only the cost of hardware, but the time of maintaining all that hardware (which is exasperated if you later go through and have to optimize/adjust all your servers -- hence why this maintenance is already taking 24 hours).
The only other way to do this would be to make a really "gimped" version of personal housing that doesn't actually run in real-time, but in simulated time. i.e. The house is frozen whenever you leave it, can only be accessed by friends when you're there too, and things like gardens only update when you re-enter the house by calculating the amount of time since you last visited. That way, it only has to do writes when the house is "in-use" and is dormant the rest of the time, allowing them to ramp up capacity much more easily. But, that's sort of an entirely different thing than what they have at the moment. Plus, it introduces the risk that someone could login to the game and be denied entry to their house because their server could be over-capacity at that time... and people wouldn't like that.

I'm one of the few crazy people who made a one-man FC just to buy a house(and succesfully so). But I have to agree that housing as it is now is a joke. In all honesty though, pricing isn't and shouldn't be a big issue. But the problem comes from low availability on housing. We find it a lot because we need to gather a large amount for something we may or may not be able to buy. Which makes the entire thing feel pointless.
If S-E would have given everyone an instanced plot of land and went "Here's something for you. It's empty but if you gather 5 million you can buy a house. And add gil for further expansions like a chocobo stable, larger house and so on."
This would have created a long term commitment that anyone can do at their own leiserly pace. Large sums of money don't bother me, especially for something you'll have for the entire game. (Unlike how the current housing system is. Don't play for a long time and say bye-bye to your house.)
