That vendor is exclusive to each player, and sells different things to different people. If a player did the relic quest - he will sell the relic in the shop. It basically just act as lost and found NPC. it only sells "key items" you ever owned. In the picture it shows the cash shop items because you already obtained them through the event so you have the "right" to get them if you lose it by using this vendor. (I guess he will be able to also retrieve anyof the other items purchased from the cash shop, but that's just a guess).
Why do so many people not realise that the items only appear at the Calamity Salvager IF YOU ALREADY BOUGHT THEM ON THAT SPECIFIC CHARACTER.
If you did the event but only bought one item at that time, only that single item will be available to you. If you did the event on a different character, sucks for you, can't access them on your other character.
So no, no they are not available unless you already own them. So useful.

If it makes you feel better - NA accounts pay cheaper subscriptions than EU accounts. IIRC We pay the same number as NA, but in EURO. Apparently SE didn't hear of money conversion and value... (Or it's just more profitable to play dumb lol)

The Fantasia needs to be cheaper. It made sense that they went account wide for the original setup of them, but with them being near the same price and only for 1 character.... Make them like $2-$3 per fantasia. There is no need for them to be starting at ~ $8
It actually argues against the:
"SE IS RIPPING CONTENT OUT OF THE GAME!"
When they stated from the get go, even back during beta, that they're only bring the items back the first event rotation to allow non-1.0 players to gain the items, as it was the most requested back before the servers went offline. If they truly were taking items out of the game, it wouldn't even be on calamity salvager - so trolling? No, having your argument squashed doesn't make them a troll.
It is cheaper - Most Race/Gender (actually can be separate at times!) change options in other MMOs, including F2P ones, can be $20+...each.
Of course you'd show up.
