The WoW cash shop has vanity and pets.No MMO cash shop in the history of MMOs has ever actually stayed vanity only. It is better to assume that any cash shop will always go P2W eventually when every example in the history of the genre has done the same. MMO devs are greedy. That's all there is to it. This cash shop WILL go P2W eventually like every MMO before it.

Man, that's just messed up. No wonder gaming industry's policy towards DLCs and cash shops is so terrible these days, it seems gamers developed some variation of stockholm syndrome.
Okay, so they can sell Coil3 gear and as long as you can get Coil3 gear yourself its not pay to win? No.
Pay to win means "if you pay, you win". It doesnt matter if paying is the ONLY way to win or not.
Some people dont give 2 shits about raid gear or endgame loot. They just want to collect all the minions and look cool while they socialize with friends in Eorzea. Guess what? Thats totally valid and every bit as legit as endgame raiding.
For these people, selling mounts and minions in a cash shop equates to "pay to win".
Even if the stuff can be earned in-game, if the item is available in a cash shop it reduces the value of the item. Think about if endgame raid gear was available in the cash shop. You might have raided for yours, but since ppl are running around who just bought it, yours (that you raided for) doesnt feel nearly as cool. This is the core of the problem.
Dont act like raid gear is more "important" than glamour gear or minions. Its a video game. Its all pixels, if the player derives fun/entertainment from the item then its the same because thats the actual point of a video game

actually no it's only pay to win cause you have to, it's why pay-to-win is mostly used in pvp games because someone buys a op sword that can only be gotten there and wins the game cause other people won't and they can't be beat.
be it pve/pvp/crafter/gather items if it's the best it's p2w
