It could also mean that since a completely new job would require a new class it goes without saying so there is no point in mentioning it.

Now the really interesting part is how Ishgard is mentioned as the fourth city state. The implications are of course: new gathering and crafting classes, another adventuring guild, a new housing ward, a new starting zone, a new grand company...etc.

That's quite big.
