Finally I know what it does, being a WHM on console has its issues like figuring out what condis do in the heat of the moment. Slightly off topic but what on earth does misery do??

No you can still cast spells (Cure, Bio, etc.) with Amnesia.
Amnesia = Pacification (can't use weaponskills) + Restriction of abilities (Cleric Stance, Virus, Sword Oath etc.).
Silence = Can't cast spells.
Paralyze = Can cancel any spell/weaponskill/ability/auto-attack.

Amnesia existed in this game before already; the first boss of Darkhold can inflict it.
Ignnis, misery is a debuff that increases the damage taken by the target. You can remove it with the /comfort emote, and the gremlins in lost city that use it will often hurl insults before using it. Poor things dont realize telling me to "go bugger myself" is just going to get rewarded with a flare.

Pacification is basically "silence" for non magic users in a nutshell.
And I really didn't know about Amnesia being applied in a dungeon earlier. Mainly because I don't recall it happening o.o
