That depends. IF you buy something in dollar and your real country currency isn't dollar, your credit card can work in one of two forms:
- Gets the currency exchange rate of the day and apply it on purchase;
- Keeps in dollar and the day you pay your bill will be the one that they will take the exchange rate and apply (so if goes more or less than what the bill estimate says, it will be added/deducted on next bill);

That's why is never a fixed exchange price.
