    Looks like the Dravian leader, seeing all the wyvern/dragon motif's on his gear. I thought it was a young Solus at first too though.

    His armor look like the one from the emperor and the Garleans salute to him




    Maybe he is not Solus zos Galvus, but the new emperor?

    Definitely garlean, the outfits the soldiers were wearing is garlean and the headpiece
    is worn by the Solus guy that the xiv websites mentioned. So it could be his son
    taking over or something.
