I think the patch delays thus far have been attributed to things like developing the PS4 client, the Chinese client, and the DX11 client in sequence. Once everything is finally uniform, I'm sure that the development time between patches will drop.It is. Their intention is every 3 months, but usually it turns into around 110 - 120 days. So somewhere May - June 2015 would be more likely for the expansion pack to his if that pace is kept up. With in that case it still being fresh directly prior to E3 may not be a bad thing either.
Mwuah, we'll have to wait and see I'm sure. However, thus far my general experience with MMO's and game developers in general is that deadlines are usually never met. And if they are, it tends to be done in a rather buggy form simply to end up being patched again a few weeks later. So I'd be surprised to see FF XIV start pushing content patches at 3 months dead on, without compromising quantity and quality of the patches.

Well they certainly have the people necessary to accomplish such a feat and, with FFXIV currently being one of SE's greatest successes in years, they should also have the funding as well.Mwuah, we'll have to wait and see I'm sure. I think, once the DX11 client actually gets finished, then everyone working on those clients will get reassigned to the content dev teams and speed things up considerably. But as of right now, those clients are acting as a weight on FFXIV's patch release schedule.
