It's a shared responsibility.
It's true that routing is a big cause of the problem, and people in certain areas or with certain ISPs have more of an issue than others. That is part of the equation, and it's on the ISPs of various functionality.
There is also a huge number of games out there which don't have this problem for the same exact people, many of which require the same or stricter timing as part of their mechanics. That is part of the equation which is firmly on SE, either for their programming or their network infrastructure.

So SE is supposed to pack up their servers and move to a new datacenter because crappy ISPs are having a childish fit with Level3? Heh. What happens when it starts happening at the new datacenter?
Verizon FiOS does have some significant lag with this game. Seemingly only this game of the ones I play.
For me, after running a traceroute, I found the geographic issue with a server in Virginia.
I used WTFast (I understand it sucks to have to pay for it, but... It's comparatively not that expensive, and really what other options do you have if you want to play?) and routed it to a server in Virginia. Lo and behold, no lag.

Correctamundo! All of my friends on Verizon FiOS have the exact same lag problem. As has been stated multiple times, Verizon is throwing a tantrum with tier 1 network providers (mainly, Level3) over peering while trying to double dip and extort money out of Level3. When the internet is at peak usage from 4pm to 10pm, their current peering agreements can't handle the load and you get packet loss/increased latency.
That's been happening for a while. People don't like facts, they like blaming whoever/whatever they think is the culprit and pointing out to them that they are wrong shatters their imaginary world where the only thing they consider a fact is their own opinion.
