I remember trying to get Atma when I realized I was doing it with a full inventory, meaning even if it did drop, I wouldn't know because my inventory was full.
Funnily enough, the next fate I did after trimming my inventory out yielded Atma.
But yeah, if a bug does happen where you can't get Atma, it would be a nightmare, especially since people would think the RNG just hates them (which it usually does)
RNG 'IS' the bug.
I acutally went something ridiculous like 80 hours of intense farming without an Atma dropping. I submitted a trouble ticket asking them to check if my character was bugged. Finished my set in what I would consider a "reasonable" time after. No way of knowing if anything was wrong but it certainly felt like I was broken.

As it's been posted before, there are theories where if you farm for Atmas at certain times that it increases the chances of them dropping slightly. In light of Rank S Hunt requirements, this theory seems more valid than when it was first produced. Keep in mind though that even with this theory, you're at the mercy of the RNG, which has always been a cruel and merciless master.
The devs themselves say that there is no rhyme or reason to atma.
