Why are you counting cooldowns? You don't use those rotationally.My burst rotation, off the top of my head is as follows:
Spineshatter Dive > Heavy Thrust > Impulse Drive > Leg Sweep > Disembowel > Blood for Blood > Chaos Thrust > Internal Release > Phlebotomise > Power Surge > True Thrust > Jump > Vorpal Thrust > Life Surge > Full Thrust > Dragonfire Dive
May have got the order wrong, as it's off my head. But that is 16 non repeating moves. Then you can weave in defensive cooldowns and pots. Plus I don't run fracture, which I could include in there somewhere.
