then add in the additional characters added into the server by new players or existing players (increasing the demand to above 7000 or more) then adding in the factor that there is no limit to how many housing a player can buy there is still not enough land to provide for majority of the players in High/medium populated servers even if all players have the gil to buy housing.
A single character can only own 1 fc house and 1 personal house. So there is a limit.
