(Suggestion) Rural Wards

What I'd like to see is for each of the housing zones to have two extra zones you can travel to;

The Allotments - An instanced Garden for a similar fee to Private Rooms. Wouldn't require housing, but getting their would be a pain without.
Residential district - A second housing zone for each area, consisting entirely of small plots for personal use. Perhaps 60 small plots each zone, adding 480 new plots per server. Not an absolute solution, but it'd help.

To be honest with current ward system I believe there is no absolute solution. They would have to buy a kittenload of hardware to be able to have enough wards for everyone and thats not going to happen. So imo the only thing we can do is to suggest solutions which would please the biggest part of comunity.
