The problem with gating classes/jobs with content is that they need to be worth the effort put in to unlock them, which would ruin the game's balance if they did make it worth-while to unlock. 2.0 is all about the balance.
Just because something is unlocked doesn't mean it has to be elevated or better than something that's available from the start. It's something to work towards or look forward to, not a license to make it stronger than things available from the start (Aside from the Class/Job system which is just fundamentally stupid since one invalidates the other to the point where it might as well not exist after you get a soul crystal).
