This is not an issue because open-PvP is completly different than arena-PvP. The rules, objectives and general purpose of the two differs so much that you often have to balance both of them separately.
... Besides, it's very unlikely that we see open-PvP in FFXIV.
To improve PvP game balance, the ability Cleric Stance will no longer be usable in PvP areas. WD Arena is a pvp area too no?
I Haven't been able to hop in the Den this week but I will be this weekend to see if there has been a change.
And as far as An Open world is very unlikely to happen I really don't put anything past SE at this point.

I imagine they wouldn't bother trying to balance open world pvp. It would be too much, materia, i110 gear etc.To improve PvP game balance, the ability Cleric Stance will no longer be usable in PvP areas. WD Arena is a pvp area too no?

After playing white mage the other night, I realized that, personally, this was a nice change. I play on PC w/ controller and my set up has always had Cleric Stance on the left directional button and Divine Seal on the up directional button. There have been numerous times when, in combat, I'd hit up for Divine Seal yet it would register with Cleric Stance instead. Now, nothing happens as CS is grayed out, so I won't have that problem again.
