The way housing should be

With a Personal Apartment they can obtain somthing equel to a Small House but since it is a personal Apartment it will be limited to in door Housing items.

Why restrict it to this? Why not an instanced plot off in a secluded glade, on a remote island, amidst the dunes, etc. with a full lot and the ability to use outdoor furnishings too?
There's no reason an instance would have to be indoor only. And if its an instance for just one player, there's also no reason the indoor and outdoor bits have to be separate instances.

There's no reason it should be half-assed at this point.
