Common sense? How's this for common sense? Almost everyone wants a personal house. Our current system allows for 1% of people to have a personal house. We might have a problem.it's called common sense and limited resources, in real life there are limits, even in a video game limits apply. i guess you're not the only person who has trouble understanding that. or there are blind people, whichever.
I also guess some people fully understand how servers work to know that can be easily done.

the fact that this design create trouble, seems quite grave, since it means they have decide to go with a design that will anyway create disparity into the community. they have decide to use something that will create a difference between people paying the same service.
i don't know any society that gain money from service that will do this... it's the best way to fail dramatically.
ps: i want to add something i found quite grave that they decide to go with a design, that will anyway serve only a small part of them community. more bad, the fact that this design is putting a very huge pressure on the server. finally, and i think it's the worst, i can't understand how is possible for a company with a game that have 2.000.000+ sub to have trouble to offer better server? some server are over populated since day 1 and are still overpopulated. we are more of 1 years after the release, it's time to invest money on a better infrastructure... they can't believe that them game can continue in this condition. when the server capacity is impacting the game devellopement, it's time to change it.
however, i think the server escuse feel fishy... i think they have other trouble and don't want talk of it. you can't make your playerbase wait 9 month for suddenly simply change the admin right on who can purchase house in the ward. i know from experience that they can change a lot of thing in less of 3 month (i was on the beta and believe me the change was really amazing between build) there we did get 2 big patch and i can't think they had no time enough for work on a system that will work better than this.

Then explain how, show me some options and ways how housing could have been implemented for everyone, that seems to be no problem to do based on you and every other person ignorant to how this works knows thus far, All i am seeing is complaining just to complain, "oh.. well i have no idea how this works but....do it anyway! just do it!"But these limits are ones that SE choose to create by implementing a server-intensive design. If they don't have the servers for this type of implementation, then they shouldn't have used this type of implementation. There are plenty of other ways they could have implemented personal housing that would have made it available to everyone.
Hell lets take the most populated server and show me in full detail how every single person that can afford housing will be able to get it. i'll be waiting.
How about this:
Introduce 1 or 3 new plots in every ward. make it instanced like the chambers in the FC houses, but make the entrance at the placard. Call it personal house, where everyone can have their own house. If someone wants to enter the house, bring up a list of all players on the friendlist, who has a house there, so you can enter your own house or one of your friend's. Alternatively you could give the aetheryt the functionality to teleport to a friend's house within the same housing zone.
Let transfer everyone's house there, who already has one and give the taken plots free for free companies. People would have - more or less - their neighborhood, personal housing would be instanced, there would be no fights between players and FCs for plots and everyone would be happy.
The same way everyone can access an inn room, a personal fc room, or a moghouse in ffxi: An Instance. It's not rocket surgery.
Easy, get rid of housing wards and make each plot instanced. Everyone gets a place the size of an FC room with room for a garden and chocobo stable out front; hell, they could add different outside designs/backgrounds you could choose from. Free houses for everyone. As pointed out before, FFXI did it over a decade ago and recently implemented instanced islands for gardening.
SE screwed up, admit it and get over the white knighting.
