Funny thing is, in a way, housing is already instanced. The moment you click that front door, you're entering an instance. If no one else was inside already, it had to start up just for you. (Which, they've said, is why it's difficult to place you back inside after leaving a duty.) It's really only the outside ward itself that's running all the time.
