Honestly, if you're struggling with the usual brd things (noticing Bloodletter procs, using off GCDs as soon as they're up etc.) then just use macros. People will say they're bad (and they are, you're sacrificing a bit of dps by using them) but it makes it a hell of a lot easier to do respectable dps if you're struggling to manage cooldowns properly.

Stick all your offensive buffs on one macro (except BfB) and stick Straight Shot, Bloodletter, Misery's End and Blunt Arrow (in that order) onto another macro which you can then spam.

Once you're a lot more comfortable you can take the training wheels away and try and do even better.

What is your acc? Brd usually need higher accuracy than any other DPS, even for a melee. If you are dealing considered low damage than when you are as a Dragoon, given you excute 100% up time Dots, no dead time, use all off CD ability, pop CD everytime it is off CD, use Proc as soon as it procs without sing any song, I should look at my accuracy in the first place. Second, keep this in mind that Bard DPS is very vary depend on whether your Bloodletter procs frequently or not, so unless your DPS as Brd is like 200 vs 350 in a dummy fight, I should not worry much.

Brd is the most mobile class among all, a very cheesy class to play (sorry to all die-hard fan Brd out there), compared to others, it is understandable that to balance things out, BRd has to have lower normal damage than other class, however there is really not much of a big gap in term of DPS between a good bard and a good dragoon. I am looking at something like 400 to 420 along the line here.

If I remember right BRD got a range nerf during one of the patches which makes it so that your distance from the target directly influences the amount of damage you deal to them. It's pretty noticeable especially when you're at either point-blank or maximum range.

As of my original posts and replies, I was on PS3. I got another PS4 (after first was stolen). The hotbar make it much easier for me to get buffs and stuff up quickly since I see them now when hidden under a single macro; I'm no longer wasting time button-mashing the macro hoping a buff is up.

Accuracy is currently at 491. It was higher, but a few items lowered it. For example, I swapped my "Weathered Auroral Ring" (DEX+16, ACC+12, Skill+17) for the "Judgment Ring of Aiming" (DEX+18, CRIT+19, Skill+13). I just swapped rings a few minutes before maintenance.

You need to find someone with a "spreadsheet". Dont talk about it really, but have them parse you on a dummy to find your real DPS. Its hard to tell by just paying attention to the damage your abilities do alone. DPS is all of that combined, not seperated.

If your acc is 491 and as Ilv 90+, the expected DPS for an average Brd should be put out is around 350 mark. Anywhere below 300, best to start looking back at your rotation and re-learn the class if you still are interested in playing as Bard.

For a reference of how much DPS Brd can put out, I am an ilv 108 MNK with HA weapon, my friend is ilv 110 with HA weapon. In T8, my DPS is 430 DPS while my friend is 420 DPS (sometimes she is top DPS, sometimes I am ), and we also have dragoon in our pt.
