To be honest, I think this is what they wanted to do. It's certainly what I'd envision as an ideal personal housing setup.

The problem is that, as they've found out through the difficulty of adding additional wards to keep up with player demand... the amount of server load and database that the 'ward' structure is taking up is apparently extremely inefficient. Doing this on a scale like that would require several times as many wards, which is likely just not technologically sustainable at current - at least not with the current coding/engineering/etc.
