Going to laugh if it's just additional personal housing wards just like existing ones, with prices that START at 850k for a small on low economy servers. They haven't even elaborated to say if it will be 850k for the plot, or 850k for plot+building permit, so I'm suspecting it will still be the additional mil for the permit after you buy the plot.

On the other hand, if they actually let individuals own a large sized house like FCs have now that would be pretty silly. I suspect that all houses will be smalls, and probably even more toned down, like you only get a 4 patch garden, or individual pots with no way to get cross pollination.
